Jorgensen employs an average of 40 employees year-round and maintains three offices which are located in Jackson, Wyoming, Pinedale, Wyoming and Driggs, Idaho. As the firm’s CEO, Mr. Armijo provides strategic leadership to the firm. He has over 28 years of experience in site civil engineering and transportation engineering projects. As a Principal Engineer, he provides direction and expertise to the development of large projects and the firm’s marketing efforts. He has been involved with a variety of public and private infrastructure projects that have involved community planning, streets, pathways/sidewalks, parks, site design, water supply, sewer conveyance, and storm water management.

He has a comprehensive knowledge of project scope and delivery, from preliminary studies, planning and entitlements, to final construction. Mr. Armijo has extensive experience in shepherding projects through the public processes targeted at building consensus. He is experienced in working with multi-disciplinary teams in collaborative and successful projects.

Mr. Bates began his Civil Engineering career at Jorgensen Associates in 1989 and became a managing partner and Principal Engineer in 2002. He has more than 27 years of experience in the field of civil engineering and specializes in construction management and administration.

Mr. Bates has comprehensive knowledge of project scope and delivery, from preliminary studies, planning and entitlements, to design specification writing and construction administration and management. As the Director of Operations, Mr. Bates oversees construction administration and structural engineering, and is responsible for project budgeting, contract preparation, bidding, and administration and construction observation services performed by the firm. He has extensive experience in the design, contracting and construction of projects, and water and sewer systems.

Ms. Zullo serves as the Chief Financial Officer for the firm. In this role, Ms. Zullo directs and oversees all financial activities of the firm including preparation of current financial reports as well as summaries and forecasts for future business growth and general economic outlook.

Ms. Zullo is a Financial Accountant with over 20 years of experience in the civil engineering, construction, and land development industry. She has experience with evaluating projects through very complex and politically sensitive projects. Ms. Zullo has prepared budgeting and accounting statements for water operations and acquired project financing.

Mr. Womack has more than 30 years of experience in geotechnical engineering and engineering geology, providing site investigations, design, and construction supervision for projects in 17 states and 11 countries outside the US. Project experience includes earth fill and tailings dams; landfills; copper and gold mining projects; coal mines; railroads; commercial, municipal, and residential construction; and hazardous waste and ground water pollution. Mr. Womack has particular expertise in investigation and mitigation of landslides and other slope stability problems, including seismic and liquefaction studies. He has presented short courses and technical papers, as well as provided expert consulting and witness services in litigations involving foundations, slope failures, and river changes. His work in river mechanics has been presented in several textbooks He has worked extensively in southern Africa, and has been involved in mining projects in the Republic of Georgia and Kazakhstan. He has also worked on disaster relief and construction projects in Guatemala, Haiti, Costa Rica, Kenya, and Uganda.

Mr. Kirsten is a Project Manager with over 20 years of engineering experience with Jorgensen Associates in the Jackson Hole area. Mr. Kirsten has been involved in numerous comprehensive large developments including road, water and wastewater infrastructure including the design of pump stations and lift stations, and has been involved in their construction and operation.

His specialty is in the design and contract administration of residential and commercial structures, bridges and retaining walls.

Ms. Paolucci-Rice has been working for Jorgensen Associates for over 25 years and specializes in Land Use and Water Rights Projects. She acts as a liaison between clients and town, county and state agencies. She is involved in the preparation of requisite maps, which include maps of survey, building envelope and conservation easement maps, subdivision plats, and maps to accompany water rights applications and petitions. Ms. Paolucci-Rice is also responsible for the preparation of legal descriptions, affidavits, applications and petitions. Her position includes the review of legal documentation prepared by clients’ attorneys, including covenants for subdivisions, deeds, and other conveyance instruments.

Mr. Magrath has been a Wyoming Land Surveyor for over 30 years, acquiring extensive field and office experience serving both the public and private sector. As the Senior Project Surveyor for the Jackson office, Ken provides technical guidance and oversight on Wyoming surveying projects. His experience includes construction, boundary, topographic, and water rights surveys. He has performed surveys of roads, pipelines, oil and gas wells, power lines, cell towers, sewage lagoons, and subdivisions. Mr. Magrath’s computer experience includes Autocad, Eagle-Point, Softdesk, Microstation CAD, MapInfo-GIS, and COGO.

Mr. Stetson has over 37 years of experience in projects involving the design and construction of wastewater treatment facilities, water storage tanks, water transmission pipelines, street reconstruction, storm drainage, airport improvements and earthen dam projects. Additional experience has been obtained in the area of materials testing on several large reservoir projects. He was the owner of Stetson Engineering from 1992 to 2012.
As Project Manager, Mr. Stetson is responsible for development of design, plans and specifications for a broad range of civil engineering projects. He is responsible for managing sub-consultants for the projects within the company. He also maintains active involvement in the construction administration of these projects.
Mr. Stetson’s background includes grant applications and grant administration on various projects. Agencies he has worked with include SLIB, WWDC, FAA, EPA, AML, CCDSG, RUS, WYDOT, TEAL, DWSRF, and WAC. As well as extensive computer capability in the area of AutoCAD applications for civil engineering projects and other general civil engineering software including hydraulic analysis, earthwork and highway design. Specific experience with Soft Desk, Road Calc, Hydrain, Hydro and Cybernet software.

Mr. Parke is a project construction engineer responsible for the construction administration of civil engineering projects. Mr. Parke has seven years of construction administration experience with Jorgensen Associates and has performed civil design and construction administration for major phases of large land/site development and public works projects. He has specific experience with the civil design, permitting, construction, operation, and contract administration for infrastructure including site grading, water distribution, wastewater collection and pumping for new and existing projects. He is attentive to detail, focused on quality assurance, and has an excellent rapport with contractors.

Mr. Lane has professional experience as a geotechnical design engineer I in which he started January of 2014. Prior to his current position he has worked as a graduate teaching assistant in which he prepared lab materials and provided lectures pertinent to the lab procedure. In addition, he has worked as a junior research engineer. In this position he completed laboratory tests to characterize subgrade pore water pressure instrumentation. As well, he executed routine geotechnical field tests for water content, compaction, and density of soil.

Mr. Pearce is serving as a field engineer and construction inspector. His responsibilities include inspecting each installing, documenting quantities, initiating field changes, and tracking the overall progress of projects. Mr. Pearce has experience in communication with town citizens to gain access to their water service and inspect their existing water line entering their house. In addition, Mr. Pearce has served as a construction inspector in which he acted as a liaison between project engineers and contractors. Mr. Pearce has also performed materials testing services.

Mrs. Booth graduated Cum Laude from the University of Wyoming. Mrs. Booth has over 4 years of experience in civil engineering. She has worked as a design engineer on a variety of projects. She started her surveying career with the BLM in Idaho, where she worked as a survey technician for the Engineering Department. She also has experience in boundary surveys, mineral/water rights surveys, ALTA/ACSM surveys, and topographic surveys. Mr. Harrington provides consulting services to public entities and private industry in the area of asbestos inspection and abatement, environmental site assessment, construction inspection and observation, and land surveying. He has inspected more than three million square feet of building floor space for the presence of asbestos, prepared plans and specifications for asbestos removal, and supervised removal work totaling over two million dollars. He has been involved with managing and inspecting several large construction projects that include the installation of water and sewer infrastructure, earthwork, grading and finish paving.
